I’m afraid not. Hong Kong residents for at least 7 years and living in Hong Kong continuously for at least 1 year before the application can apply for SSA, they should also be not in receipt of any other allowance under SSA and CSSA and not being detained in legal custody. Besides, elderly applicants should also meet the criteria of specific allowance of SSA.
