No, they have other support and supplements as well.

Does it mean that severely disabled people over 64 get less attention?

Not exactly. Only older adults aged 12-64 who are severely disabled and medically certified to be 100% disabled or in need of constant attendance can get a monthly transport supplement to participate more in activities away from home and enhance their integration into society.
