Care has changed from being predominantly unpaid to being commodified and performed primarily by strangers. Markets for elderly care expand as a response to unmet care needs (or states outsourcing), and care workers or professional carers can either be employed in for-profit or non-profit organizations with presumably different organizational logics. In most welfare states, elderly care is becoming part of a booming market, and even in the more social-democratic welfare states, the markets for elderly care are expanding. Here state strategies inspired by New Public Management (NPM) are increasingly creating care markets instead of the former state-provided care. State responsibility for care is retained. But the state no more ‘produces’ the care, as the care services are now outsourced to private or semi-private providers, or to the families themselves in the form of subsidies. Commodification and capitalism also change, transforming their demands for what counts as ‘good work’.
