Last but not least, the impact evaluations ask questions like “whether the changes in the outcomes are caused by the interventions/programs?”. But performance measurements ask whether and to what extent the interventions/programs are implemented according to the original design and schedule.

Second, impact evaluation is concerned with responding to policy and planning purposes. But performance measurement principally uses feedback on program efficiency (output), quality, and effectiveness (outcome) for internal reference and external reporting purposes.
