Health care providers and public health workers make three fundamental assumptions that limit health and health care for people with disabilities. The first assumption is that people with disabilities differ in significant, meaningful, and somewhat undefined ways from other people. The second assumption, which limits the quality of care, is that people with disabilities have a lower level of cognitive ability, independence, and interest in improving and maintaining current function. The third assumption, that the quality of life for a disabled person is severely compromised, limits the type, scope, and aggressiveness of considered treatment options. Taken together, these assumptions may profoundly affect health care providers’ communication, health literacy, and ultimately the health of patients with disabilities.
