Child protection agencies tend to be problem-focused. As a result, many workers focus on identifying, categorizing, and labelling what is wrong with the parents, their weaknesses, and their limitations. Social service workers should identify the behaviours or conditions of the caregivers that must change to reduce or eliminate the risk of maltreatment, and they must also search for the caregivers' strengths that will provide the foundation on which change can occur.
