Based on our survey about people’s attitudes towards offenders, we found that some people may worry about the negative effect of the arrangement of probation services. Would you please share your opinions about this question? I wonder if the CSO counts as constructive disposal in HK.

I agree with you. This policy expects a brighter rather than isolated future of offenders.

I believe so. CSO allows an offender to continue living in the community with the least disruption to his/her schooling/employment/religious activities, which may also promote the contribution of offenders to the community through performing unpaid works of benefit.
