You can evaluate the outputs of service delivery by service statistics. We can learn how spending is transformed into service and provide new information about the transformation from public budgets to services from the data on inputs, outputs, user charges, satisfaction, service quality, and other characteristics directly from the service-providing unit. This serves as a reference for process evaluation but not for the evaluation of all outcomes.
