Shortly the ESPP pursues goals in four directions: to “achieve ‘aging in place’ and reduce institutionalization rate through significantly strengthening Community Care Services, to “enable informed choices and timely access to quality services”, to “further streamline and promote integrated service delivery”, and to “ensure financial sustainability and accountability of elderly services”.
