Could you give me the the null and alternative hypotheses for one-way ANOVA in the form of text description?

I am still confused. Should we reject the null hypothesis as long as one pair of the means is different?

Yes. But be careful with the word “different.” To decide if you should reject or fail to reject the null hypothesis, you must refer to the p-value in the output of the ANOVA table. If the p-value is less than some significance level (e.g., 0.05), you can reject the null hypothesis and conclude that at least one pair of group means are different and not all group means are equal.
