In light of improving the quality of services provided, a system for self-evaluation should be further promoted through utilizing "the common evaluation standards for services provided at facilities for persons and children with disabilities". Services objectively evaluated by third-party organizations should be considered.
To deal with complaints of services, the existing system for settling complaints established by service providers and social welfare councils of prefectures should be positively disseminated and properly utilized.
