One puzzling question for me is that as there are so many different models for evaluation, how could the evaluators decide to choose? Hence, may I ask what factors should be taken into consideration when I plan a program evaluation?

The choice of the model or models depends on some factors, including the particular agency and program being evaluated, the reason for the evaluation, the general skill set and approach of the particular evaluator, and the other elements such as time frame and resources available, etc.
