Policy evaluation has a lot in common with program evaluation, because a policy is a form of intervention. One difference is that policy evaluation data are based on intervention effects experienced by many individuals, neighbourhoods, communities, or programs/institutions taken together, instead of tracking what happens with one client system or a single program at a time.
