Maybe you could design a program that studies the social/psychological determinants of these NEEDs in your specific community. You may also examine the positive deviants - the ones who are actually in school, employed, and with stable mental health, in that community. This will provide you with insights to design interventions targeting Youth NEEDs in the study community.
