Reliability in statistics is the overall consistency of a measure. A measure is said to have a high reliability if it produces similar results under consistent conditions.

Does it mean that the items are consistently measuring the same thing?

Reliability here means that items in the measure maintain positive correlations among themselves. It has the highest value of 1 and lowest value of negative infinity. The closer the value to 1, the better the reliability of the measure that combines the items.
