Yes, it takes some time and effort to validate a scale comprehensively, see if you have enough time to do so.

Wow, that is a lot of new knowledge for me! Thank you very much for explaining it so clearly to me! I will explore these methods and see if it is possible to develop a new scale, there seems to be a lot of steps.

Also, I think you need to run some data such as calculating the Cronbach’s alpha to give you more information on the validity of a scale. Some more advanced scale development/validation analysis methods include the Exploratory Factor Analysis (EFA) and the Confirmatory Factor Analysis (CFA). You probably need some data analysis software to help you do this.

Yes, there are many steps in developing a good quality scale. Doing a literature review is a good place to start. You can also think about doing focus group interviews to help you extract themes and develop your scale items. Pilot testing will also help you see whether elderly understands your questionnaire and that the items are not confusing to them. You can find some experts in the field to have a look at your scale for face validity.

Do some literature review first? And decide what you want to measure and how others have measured that construct before.

Yes, that is possible, but you might need to do some literature review, pilot testing, and validation to show that your scale is measuring what you want to measure.

Yes, because I want the questionnaire to fit the local context and the scales I find outside do not meet my needs 100%. So I want to try to develop a new scale.

You mean developing your own scale?
