It means obtaining the right number of program participants with appropriate eligibility characteristics to take part as members of the comparison groups. Evaluators need to ensure that appropriate participants are included because failing to do so may lead to rejecting the null hypothesis when it is true or failing to reject the null hypothesis when it is false in the evaluation outcome.
