Needs assessment seeks to identify and measure the level of unmet needs within the target group in a program. As an evaluator, you may examine the socioeconomic profile and the level of social problems within the target group of the program, and other programs currently serving the target group. The approaches to meet needs should be chosen based on close contact between evaluators and the service users.
