No. It is only part of the service statistics and outputs and insufficient to show service effectiveness. Service effectiveness is reflected in three aspects of performance. The first aspect relates to the agency’s success in generating changes for its clients, which include changes in behaviors, cognitions, attitudes, skill levels, alterations in social status, or modifications in undesirable environmental circumstances. The second aspect is service quality, or how competently the organization implements those methods and techniques necessary for achieving service objectives. And client satisfaction is the third aspect of performance, which concerns consumers’ assessment of the quality and effect of the services. Different indicators are needed to capture the different aspects of service effectiveness.
