May I ask, in such context, should evaluators compare the effectiveness of different similar programs for a better understanding?

Great question! From my perspective, I think it can be necessary to conduct a cost-effectiveness analysis to choose the programs that can achieve the same goals with lower cost, but sometimes the sponsors may need to support more than one program to meet the huge needs of the target group.
