When evaluating a program aiming to provide health screening and tests for ex-offenders, consider the following five points:

Participation rate: Measure the participation rate of ex-offenders in the health screening and testing program. Evaluate the number and percentage of eligible individuals who actively engage in the program. A high participation rate indicates that ex-offenders are aware of the importance of health screening and are willing to take advantage of the services provided.

Health outcomes: Assess the impact of the program on the health outcomes of ex-offenders. Measure indicators such as the identification of previously undiagnosed health conditions, early detection of diseases, and improved management of chronic conditions. Evaluate changes in participants' physical health and overall well-being resulting from the health screening and testing program.

Access to healthcare: Evaluate the program's effectiveness in improving access to healthcare services for ex-offenders. Measure the number of individuals who were linked to appropriate healthcare providers or services following the screening and testing. Assess the extent to which the program facilitates ex-offenders access to necessary medical care and ongoing treatment for identified health conditions.

Cost-effectiveness: Conduct a cost-effectiveness analysis of the program. Evaluate the resources invested in the health screening and testing program and compare them to the outcomes achieved. Assess the program's efficiency in terms of financial costs, staff time, and other resources required. This analysis helps determine the cost-effectiveness of the program and its potential for scalability and sustainability.

Participant feedback: Gather feedback from program participants regarding their experiences with the health screening and testing program. Conduct surveys, interviews, or focus groups to assess their satisfaction with the services, perceived benefits, and suggestions for improvement. Participant feedback provides valuable insights into the program's effectiveness in meeting their health needs and addressing any barriers or challenges they may encounter.

Hi, I realized that it seems the concept “outcome” is different from the term “output”. Taking the grandparent training project as an example, what is the “outcome’ referable?
