This assessment helps determine the targeted areas where short-term aid is most needed and ensures that the program addresses the relevant challenges faced by adult offenders.

Service utilization: Measure the utilization of the short-term aid services by program participants. Evaluate the number and frequency of individuals accessing the program's resources and support. Assess the extent to which participants utilize the available services, such as emergency housing, food assistance, job placement support, healthcare referrals, or substance abuse counseling. This measurement provides insights into the program's reach and effectiveness in meeting the immediate needs of adult offenders.

Impact on stability: Evaluate the program's impact on promoting stability among adult offenders. Assess indicators such as improved housing situations, increased employment opportunities, enhanced access to healthcare, reduced substance abuse, and improved mental health outcomes. Measure the extent to which the short-term aid services contribute to stabilizing the lives of participants and reducing the risk of reoffending.
