When measuring changes in leadership skills to serve the community as a result of a program promoting community education and providing leadership training for residents, here are five points to consider:

Self-assessment surveys: Develop self-assessment surveys that focus on different dimensions of leadership skills relevant to community service. Ask participants to rate their skills before and after the training program. The surveys can cover areas such as communication, collaboration, problem-solving, decision-making, and community engagement. Comparing the self-assessment scores can provide insights into the perceived growth in leadership skills.

Peer and mentor assessments: Incorporate peer and mentor assessments to gather feedback from those who have observed the participants' leadership development. Peers and mentors can evaluate participants' leadership skills based on specific criteria or competencies. This feedback can provide an external perspective on the changes observed in leadership skills and offer a more holistic assessment.

Action plan evaluation: Assess the participants' ability to apply their leadership skills by evaluating the action plans they develop during or after the training program. Analyze the quality, feasibility, and impact of these action plans in addressing community issues or improving community affairs. The effectiveness of the action plans can serve as an indicator of the participant's leadership skills in practice.

Community feedback: Gather feedback from community members who have interacted with the trained residents in their leadership roles. Use surveys, interviews, or focus groups to assess community perceptions of the participants' leadership skills and their impact on community affairs. This feedback can provide valuable insights into how the residents' leadership skills are perceived and whether they are making a positive difference in the community.

Long-term engagement: Monitor the level of sustained engagement and involvement of the trained residents in community affairs over an extended period. Measure their continued participation in community initiatives, leadership roles, or volunteer activities. Long-term engagement demonstrates the residents' commitment to serving the community and can be an indirect measure of their leadership skills' effectiveness.
