It’s smart of you to read reports of previous work. You may need to focus on service questions as follows: in what ways is the program evaluated like the earlier evaluations, what research designs were used, can the measures of the outcome criteria be adapted, what statistical analyses were used, is there a consensus among the reports, what factors may result in the conflicting findings and what issues were not addressed.
