The topic of comparing external and internal evaluators is so interesting! May I ask which quality is more important to an evaluator? Being objective or being trusted? Based on the previous discussion, it sounds like those external evaluators are more likely to be objective while less likely to be trusted.

In my opinion, being objective and trusting are both important to an effective evaluator. Though it’s also suggested that the program staff may be more willing to devote time to an evaluation with internal evaluators rather than external evaluators. After all, all evaluators need to avoid acting in ways that might impair the objectiveness.
