To evaluate a program focused on improving services for people with disabilities by public administration, consider the following five key points:

Service utilization and accessibility: Assess the program's impact on service utilization and accessibility for people with disabilities. Evaluate if there has been an increase in the number of individuals accessing disability-related services provided by the public administration. Measure the extent to which services have become more accessible, considering factors such as physical accessibility, communication accessibility, and availability of assistive technologies.

Stakeholder feedback: Gather feedback from stakeholders, including people with disabilities, their families, and disability advocacy organizations, to assess their experiences and satisfaction with the program. Conduct surveys, focus groups, or interviews to capture their perspectives on the quality, effectiveness, and responsiveness of the services provided by the public administration. Incorporate their feedback to identify areas for improvement.

Policy and procedure review: Evaluate the program's impact on policy and procedural changes within the public administration. Assess if the program has led to the development or modification of policies, guidelines, or regulations that prioritize the needs and rights of people with disabilities. Review changes in administrative procedures to ensure they align with best practices and promote inclusivity and accessibility.

Collaboration and coordination: Assess the program's effectiveness in promoting collaboration and coordination among different departments or agencies within the public administration. Evaluate if there has been improved communication and cooperation among relevant entities involved in providing services to people with disabilities. Measure the extent to which interdepartmental or interagency coordination has enhanced the efficiency and effectiveness of service delivery.

Outcome measurement: Measure the outcomes and impact of the program on the lives of people with disabilities. Assess indicators such as improved quality of life, increased social inclusion, enhanced educational or employment opportunities, and greater participation in community activities. Utilize quantitative data, surveys, or standardized assessment tools to evaluate changes in these outcomes and to compare them with pre-program data or control groups, where applicable.
