The HK government established the Beat Drug Fund (BDF) in 1996 with a capital investment of HK $350 million to support and promote worthwhile anti-drug initiatives in HK. In 2010, BDF received an additional $3 billion to help various community organizations continue their anti-drug campaigns. So the government provides funding for BDF.
