The theoretical framework underpinning child-centred, family-focused child welfare practice includes the following:
• Ecological perspective: This perspective conceptualizes human behaviour and social functioning within an environmental context.
• Competence-centered perspective: This perspective refers to practice methods and strategies that draw on the strengths of the children, families, and communities and promote the effective functioning of children, families, and their environments.
• Developmental perspective: This perspective refers to understanding individual human growth and development and family development from a life-span perspective and views individuals and families in the transaction with the environment.
• Permanency planning orientation: This perspective embodies a mandate that all children have a right to permanent homes. Child welfare service delivery should be oriented toward safely maintaining children in their own homes or, if necessary, placing them permanently with other families.
• Cultural competence perspective: This perspective requires child welfare practitioners to understand the worldview or perspective of clients or peers who are culturally different and to adapt practice accordingly.
