Could anyone kindly let me know the differences or similarities between “outcomes” and “impacts” in program evaluation? In my understanding, the impacts are classifiable as outcomes as well, is that right?

Evaluators need to collect information about both short-term and long-term outcomes, and the impacts are the long-term outcomes. Sometimes the changes brought by the services may be superficial, the impact is the long-term outcomes showing that the effects of the services can influence other behaviors and even other people.
