Yes, an alternative strategy for estimating the expenses associated with criminal activities involves a "top-down" methodology, which takes into account various factors such as fear of crime, restricted behaviors, and residual community costs. In a study by Cohen et al. (2010), both top-down and bottom-up calculations were presented for the purpose of comparison. It was observed that the top-down approach is suitable for evaluating external or societal expenses, while the bottom-up approach is more suitable for assessing system costs. According to their findings, preventing individuals engaged in persistent high-rate offending could result in savings exceeding $200 million in willingness-to-pay (WTP) costs or more than $100 million in "bottom-up" expenses caused by their criminal behavior.
