These include start-up costs for program planning and preparation, operating costs for day-to-day activities, capital costs for facility improvement, and infrastructure or capacity building costs for planning, evaluation, training, and transportation. It is noteworthy that the suggested cost range of $1.17 to $2.57 per hour per child for basic before and after school programs primarily reflects Western contexts.
