Much of the evidence-based social work practice (EBP) attention in the criminal justice system has concentrated on behavioral health treatments provided to offenders to reduce recidivism and treat substance abuse and mental illness, or co-occurring disorders. Using EBPs in jails and prisons also improves inmate classification systems and interventions, thereby increasing prison safety and preparing inmates for reentry. It has been suggested that the latter are two of the primary goals of prisons. To assess the effectiveness of a program or intervention, the measurement of an objective outcome is essential. Establishing an appropriate outcome measurement is a critical component of measuring intervention effectiveness. The outcomes measured should be related to the criminal justice system's goals and the factors contributing to offending behavior. The outcomes should also be replicable. In this way, programs adopting an EBP can anticipate that their program will produce similar outcomes.
