Good question! To improve the delivery mechanisms of a program, the mid-term evaluations are often confined to the initial program achievements (outputs), screening program implementation. They will thus mostly rely on the information provided by monitoring systems. Where the intended effects cannot be fully measured at the mid-term stage (i.e., particular indicators cannot be quantified) the evaluation may at least verify the extent to which the initial steps of the delivery mechanism have been engaged by the program.
