Utilization may be impacted by a self-management support program if the patient's health outcomes improve or if he or she feels more confident and able to handle an exacerbation of symptoms without using clinical services such as emergency rooms. In most cases, program success is assessed in terms of reduced utilization. However, in some cases, outpatient visits may be expected to increase from better self-management.
