When encountering a situation where an indicator is not significant for program evaluation, there are several steps you can take:
1. Consider contextual factors: Assess whether there are contextual factors that may explain the lack of significance for the indicator. Factors such as program design, implementation challenges, external influences, or variations in the target population might contribute to the nonsignificant result.
2. Seek additional data or perspectives: Evaluate if there is a need to gather additional data or explore alternative perspectives related to the indicator. This could involve conducting further qualitative research, seeking input from stakeholders, or collecting supplementary quantitative data.
3. Analyze patterns and trends: Look for patterns and trends across multiple indicators and evaluate how the nonsignificant indicator fits into the broader picture. Assess whether the nonsignificant indicator aligns with other indicators or if it stands out as an anomaly.
4. Consider qualitative evidence: Explore qualitative evidence, such as case studies, interviews, or observations, to gain a deeper understanding of the program's outcomes and impacts. Qualitative data can provide valuable insights that quantitative analysis may not capture.
5. Communicate findings transparently: Transparently communicate the nonsignificant result to stakeholders, including program staff, donors, and beneficiaries. Clearly explain the limitations and contextual factors that may have contributed to the nonsignificance. Emphasize the importance of a comprehensive evaluation approach that considers multiple indicators and lines of evidence. Provide a balanced interpretation of the evaluation findings, including both significant and nonsignificant indicators, to present a nuanced understanding of the program's outcomes.

Hi, I realized that it seems the concept “outcome” is different from the term “output”. Taking the grandparent training project as an example, what is the “outcome’ referable?
