Indeed, program evaluation is often conducted by external evaluators, which might help to ensure reliability, objectivity, and neutrality. However, nowadays internal evaluators, are becoming popular as they could facilitate the organization’s learning and growth with the results of program evaluation. Thus, the answer is absolute “Yes”.
