Research method and tools for the mental health policy in HK?

Research on policy can be the same as program evaluation. That is, it begins with formulation of a logic model to identify the desired outputs, outcomes, and impacts concerning people affected by the policy. The focus is to evaluate the impacts of the outputs on the outcomes and impacts. For example, when the policy is about mental status testing, the output is the testing, the outcome is self-confidence, and the impact is work commitment. This becomes the evaluation of the impact of the testing on self-confidence and work commitment.
