Since the 1970s the appropriateness of separate systems of education has been challenged, both from a human rights and an effectiveness point of view. Opponents to the medical model argued that this way of looking at disability has contributed to the ongoing discrimination against and marginalization of people in several ways. For example, by focusing on the impairment and the “objective” degree to which a person cannot undertake some activities in the “normal” way, attention is drawn away from issues of discrimination and the rights of people with disabilities. People with disabilities and the organizations that they have formed also questioned the notion of disability as an individual tragic occurrence that classifies a person as incapacitated in some way and dependent on the good will of others. Segregated special education was increasingly condemned as part of an oppressive social system through which people with disabilities were excluded from participation in society
