If so, you might try to develop the criteria and standards of performance for each criterion jointly with your stakeholders. One suggestion is that you may consider white them as rubrics which could b understood as statements of what is ‘valued’ in respect of achieving the project objectives, suggested by Davidson (2005). Therefore, after relevant data being collected, these descriptive facts could be compared with the standards established. These will be interpreted and woven together which enabled evaluative conclusions to be drawn about the project performance, which could, in turn, provide direct answers to the evaluation questions. In this way, this approach is able to ensure the evaluation moved beyond simply providing descriptive facts about the project’s implementation results.
