In so far, as FPS is a service, the SERVQUAL(Parasuraman, Zeithaml and Berry, 1985, 1988) and the SERVPERF scales (Cronin and Taylor, 1992) are suitable in assessing quality and client satisfaction. There is a survey instrument associated with this scale, that might help to formulate your own instrument.
