If I understand your question correctly, you ask how to overcome the challenges that stop people from using EBP. A major challenge is the lack of human resources to develop a unified research agenda and strategic plan. The adoption of EBP is based on an ongoing systematic plan of research. Without the research agenda and strategic plan, the construction of the knowledge/evidence bank and the accumulation of the knowledge/evidence will be slow-moving.
To overcome this challenge, the agency should change the human resource distribution and allocate more professionals in this domain to develop the research agenda.
