The Beat Drug Fund (BDF) was established by the HK government in 1996 with a capital outlay of HK $350 million to promote and support worthwhile anti-drug programs in HK. In 2010 BDF got another $3 billion to support sustained anti-drug efforts of various organizations in the community. So BDF is funded by the government.
