For most social programs, we need to be accountable to a sponsoring or funding agency. Also, program evaluation results of pilot programs present evidence for the effectiveness of the new interventions. Sometimes, funders request program evaluation as a compulsory component of the proposal and consider it a key factor of the program's accountability. In this case, by including the program evaluation, we can enhance the competitiveness of our proposals in funding applications.
