I hope to know if there is a better way to measure our programs' social influence on drug abusers, except using the cost and benefit analysis? As you know, all the costs and benefits are measured in monetary terms, yet there is something that can hardly be measured by monetary terms, such as improvement in family relations when the drug abuser abandons his ill practices.
