Universities are like any other institution in civilised society, they should be fully equipped structurally and logistically to accommodate all the needs of disabled students and staff. The most basic facilities provided should include disabled low floor access, disabled toilets, disabled accommodation, braille catalogues in the library...etc.
Some countries are well advanced in this regard. For example, accessing a restaurant, a post office, a shopping centre, or a university, is becoming a lot easier for disabled individuals compared with previous years. The United Kingdom city councils, for example, only provide planning permissions for buildings of public use based on making provisions for disabled people. Thus, having an institutionalised legal framework facilitates the diffusion of a culture that considers the needs of disabled people as an integral part of society.
