First, a lack of adequate service funding exists for people of all ages. Programs that can have significant impacts on community-based services for older adults are generally underfunded and do not have enough of a rural focus.
Second, the ecological realities of rural areas are often problematic. These include smaller populations and lower (sometimes stagnant) population growth, low population density, and long distances to population centres.
Third, deficits in human as well as economic capital create challenges to service sustainability and delivery to rural older adults. A lack of dollars for services means a smaller and less diverse pool of professionals for all types of health and social services.
Fourth, too little attention has been given to designing rural solu¬tions to rural problems.
