I am trying to compare how transportation supplement works for different social groups. For example, when the groups of abled-body and people with chronic disease are compared, will there be an issue of selection bias?

Selection bias occurs when the determination of group membership might correlate with the final outcome. In your case, the fact that the abled body may use more transportation than the other group may bias your result.
