Hi, Dr. MEL. We are developing an evaluation program on the pre-release services in Hong Kong. I want to know what we should do if some randomly selected participants have problems in understanding our evaluation? Can we just let them answer the questions without using informed consent?

No, you cannot. One of the key ethical rules for evaluators is to respect participants, which means that you need to provide sufficient information including their rights and duties in the evaluation process for all participants and special arrangements for those who are not able to understand the information.
