The target groups are young probationers of those aged 15 to 21 who are referred by probation officers, and high-risk youth aged 15 to 21 who have behavioral, and/or emotional problems and manifesting prolonged employment difficulties, family relationship problems, and/or undesirable peer associations as referred by social workers.
