The Young Offender Assessment Panel (YOAP) is a special board jointly set up by the Social Welfare Department (SWD) and the Correctional Services Department (CSD) to provide coordinated professional views to judges and magistrates on the most appropriate rehabilitation program in the sentencing of young offenders.
